Plot Synopsis

In Hong Kong in the late Qing Dynasty, the gangs known as "Zhen Sanhuan" in Sheung Wan, Central and Sai Wan secretly colluded with the local bullies in Sai Wan, making the public order there in a chaotic and corrupt state. After Police Inspector Ma Rulong was ordered to take over Sai Wan, he quickly arrested the bullies and put them in prison, which incurred the resentment of "Zhen Sanhuan". At that time, the revolutionary situation was surging on the Chinese mainland. The revolutionaries came to Hong Kong to propagate their ideas and planned to rescue their arrested comrades. In order to wipe out the revolutionaries all at once, the Qing court sent secret envoys to contact "Zhen Sanhuan". Ma Rulong got acquainted with the revolutionaries and was drawn into the maelstrom of the struggle. Meanwhile, a group of pirates who were physically strong but simple-minded were waiting for an opportunity to take revenge on Ma Rulong.
