Plot Synopsis

At the beginning of the last century, rampant pirates in Hong Kong repeatedly hijacked merchant ships. Considering that the investment confidence of merchants from various countries would thereby be reduced and then the status of Hong Kong as an international trade center might be in jeopardy, the Hong Kong government reorganized the naval forces, established the marine police to resist the pirates and formulated Plan A. However, the attacks always failed for various reasons. Ma Julong (Jackie Chan), the chief inspector of the marine police, was framed while on duty and resigned in anger. Luo Sanpao (Dick Wei), the leader of the pirates, captured a British general and his family as hostages. The authorities decided to use Zhou Yongling, who was in collusion with the pirates, to mediate. Knowing that Zhou Yongling was in cahoots with the pirates long ago, Ma Julong volunteered to rescue the hostages. He reorganized the marine police and continued to execute Plan A, hoping to wipe out the pirates in one fell
